La problématique de l'efficacité de l'aide internationale en Haà¯ti pour la période allant de 1995 à 2018

Abstract

This work on the concept of official development assistance for the period from 1995 to 2018 aims to identify some of the causes of aid ineffectiveness in Haiti. It is inspired by the work of Paul Collier and David Dollar (2002). Noting the discrepancy between the amount of aid received by Haiti and its disappointing economic growth, we hypothesize that aid has no effect on growth and that political instability and corruption are causes. To test our hypothesis, we use a recursive system estimated by the ordinary least squares method. Our hypothesis is partially verified because a negative relationship is found between aid and growth. Aid in the case of Haiti for our study period does not boost the economy and reduce poverty.

The econometric estimation shows that an increase in official development assistance of 1% leads to a decrease in growth of 0.0442%. Since aid is provided in a situation of chronic corruption and instability, it is inferred that these are among the causes of inefficiency. The obstacles to aid ineffectiveness have led to recommendations that focus on fighting corruption, strengthening institutions, and investing aid in sectors where the country has a comparative advantage.
