SUMMARY OF WORK
The majority of the recent technological developments in the
field of data processing and telecommunications, like the Internet, the mobile
telephony of type GSM, the multi-media one, proposed the concept of
communication: our economies rest from now on on remote exchange and
communication networks. This priority given to the communication distinguishes
the current wave from information technologies of that of the Eighties, where
the use of data processing related to especially the automation of the
operational tasks of which robotics, design and manufacture computer-assisted,
the data bases, the text processing, the transfers of data, etc.Many of these
innovations are known of all: mobile telecommunications invaded our ways of
life since the appearance of the GSM, Internet network is not more the
prerogative of only the enquiring academics, the portable computers become
current currency in certain functions (sales department, maintenance, etc.) and
the applications multi-media start to become extensive more and more. Other
less known technological developments of general public also modified the
systems of organization of the companies and management of flows of tasks, to
facilitate the organization and the realization of joint activities.
The purpose of work of the Partnership is to draw up
statistics of TIC reliable and comparable on an international scale. To achieve
this goal, its members endeavour to develop and maintain a list of fundamental
indicators of TIC Its other activities include/understand the compilation and
the data dissemination of TIC, and the contribution of technical aid to allow
the statistical agencies to collect the data which will be used as a basis for
the list of the fundamental indicators of TIC Since the publication into 2005
of the fundamental Indicators of TI C, of significant progress were
accomplished towards these objectives. In the field of the compilation and data
dissemination, the Partnership published in 2008 "instantaneous" statistics on
the company of information (Partnership (200â). Being the reinforcement
of the capacities, the members of the Partnership produced several handbooks on
the collection of fundamental indicators of TIC relating to the companies and
households (UNCTAD 2009, UIT 2009a). They of highest offerer one great number
of training courses and workshops of reinforcement of the capacities. In end,
the original list of the fundamental indicators of TIC was revised and
widened.
For the marginalized groups, in
particular those which are in hillock with multiple discriminations, the media
are not necessarily the best means of reaching them, in particular in the
presence of linguistic obstacles or, if these groups do not have access to
certain channels of communication. Certain minority communities rural, for
example, can not understand the national language and not to have access to the
radio, television or the Internet, with the result that it is advisable to
grant the preference to the printed materials (magazines in the case of the
illiterate communities). In certain contexts, it can exist specialized media
targeting of the marginalized groups, such as materials printed in Braille or
stations of radio-télévision with emissions in the languages of
the minority groups. It is useful to determine with which effectiveness one
will be able to benefit from these media in the countryside. In addition, the
interventions at community level, by means of militant(e)s formé(e)s
pertaining to the targeted communities or knowing well them, can constitute an
effective means to reach the marginalized groups.
