ABSTRACT
This study examines the evaluation of Abong-Mbang's actions in
favour of the development of his territory. It starts from the observation that
development appears to be like an Arlesian in rural areas; the further away you
are from the urban centre, the less you feel the effects of development. As
part of the 2012 CDP and keen to understand this rural enclave, we have asked
ourselves the question of the extent to which the actions of the municipality
contribute to the development of the territories of the commune? To answer this
question, we conducted a study on the actions of the municipality while
focusing on structuring projects. As a starting point, we have put forward the
hypothesis that, for the most part, communal actions contribute to the
development of central areas at the expense of peripheral areas. This led us to
adopt an approach in which we had to highlight the territorial mesh of these
actions and the explanatory factors of their inequitable distribution. Using
data collection methods such as observation and interview, we conducted a
survey of 26 people made up of traditional municipal authorities, the chairman
of the CDP monitoring committee and the chairman of a consultation council. The
presentation, interpretation and validation of field data through content
analyses led us to the verification of specific assumptions and the conclusion
that the executive governance strategy, structural factors and project
monitoring deficit resulted in inequity development for the benefit of the
urban area. From the difficulties encountered in rural areas, we made
suggestions on the basis of which, an animation strategy was developed to
achieve the improvement of the living environment in rural areas.
