ABSTRACT
In Burkina Faso, the mining sector has positioned itself since
2009 as one of the pillars of socioeconomic development. In 2021, it accounted
for 16.9% of GDP and 72.35% of the country's export earnings, according to data
from the ministry in charge of mining. However, it is clear that the effects of
the mining sector on other sectors of the national economy remain weak. It is
in this sense that a national local content strategy was adopted in December
2021, in accordance with the 2015 mining code, with the aim of maximizing the
impact of the mining sector on the rest of the national economy. One of the
objectives of this strategy is to increase the proportion of local purchases of
goods and services in the consumption of the mining sector to 30% by 2025. To
achieve this, a decree establishing the conditions for local supply in the
mining sector and an order establishing the list of goods and services supplied
to mining companies were adopted on November 11 and December 30, 2021
respectively. These texts, which came into force on January 1, 2022, require
mining companies and their subcontractors to grant a certain share of the
market to Burkinabè SMEs/SMIs. However, difficulties are encountered in
the application of these regulations in the field. It is with this in mind that
this study was conducted. Surveys were conducted using semi-structured
interviews. A total of 30 people from the mining administration, mining
companies and the private sector were interviewed. The results of the
investigations show that the low industrial capacity of Burkinabè SMEs
to manufacture equipment locally and the difficulties in accessing financing
adapted to the mining sector do not favor the development of local
Burkinabè suppliers. It also appears that many SMEs do not have access
to the databases of mining companies in order to propose their offers. In
response to these limitations, we recommend that the Burkina Faso authorities
develop the local SME ecosystem and that these SMEs have a good understanding
of the regulations governing local supply to mines in Burkina Faso and the
normative requirements of mining companies.
