RESUME
L'objectif de ce travail d'analyser la contribution du ProCGRN
au renforcement des capacités des acteurs intervenant dans les
filières riz, anacarde et karité dans la commune de Bassila. Pour
atteindre ce but, nous avons adopté une méthodologie basée
sur la recherche documentaire et l'enquête de terrain. Cette
dernière nous a permis de recueillir des informations auprès des
différents acteurs concernés.
De l'analyse des informations recueillies, il ressort que le
ProCGRN a contribué au renforcement des capacités techniques,
organisationnelles et matérielles de 607 producteurs et 64
transformatrices du riz paddy, 2889 producteurs et 48 transformatrices de noix
de cajou et 1279 transformatrices des noix de karité dont 313
productrices de beurre. Les services déconcentrés comme le CeCPA
et le SCEPN de même que la Mairie ont été renforcés
dans leurs activités à travers l'appui du programme à la
commune dans la mise en place d'une Equipe Technique Communale. Ces actions ont
permis à ces acteurs d'améliorer leurs techniques de production
et de transformation ce qui a eu pour conséquences l'augmentation des
rendements de production et de transformation (rendement moyen de
transformation du beurre compris entre 32 et 42% contre 20 et 32% avant le
programme ; évolution du rendement moyen de production du riz paddy qui
est passé de 1,35 à 2,72 tonnes/ ha et celui de la transformation
du riz paddy de 51,46% à 57,66% ; amélioration sensible des
rendements moyens de production d'anacarde qui sont passés de 0,26
à 0,52 tonnes/ ha).
Cette augmentation des rendements a eu un effet positif sur le
revenu moyen annuel des producteurs et transformatrices qui est
supérieur à la moyenne de 125 491FCFA fixée par l'INSAE
pour les ménages ruraux non pauvres. Malgré ce bilan
appréciable, la commune ne s'est pas apprêtée pour prendre
la relève du programme ce qui a entrainé la disparition de
l'Equipe Technique Communale. Toutefois, l'impact des actions du programme
restent perceptibles avec l'adoption des innovations vulgarisées par le
Programme.
SUMMARY
This report of MASTER DEGREE entitled " Contribution of
ProCGRN to the strengthening of the capacities of the actors of the
agricultural sectors (networks) in the municipality of Bassila " has for
objective to analyze the contribution of ProCGRN to the strengthening of the
capacities of the actors occurring (speaking) in the sectors (networks) rice,
anacarde and shea-tree in the municipality of Bassila. To reach (affect) this
purpose, we adopted a methodology based on the document retrieval and the
survey (investigation) of ground. This last one allowed us to collect
information with the various concerned actors.
Of the analysis of the meditative information, it emerges that
ProCGRN contributed to the strengthening of the technical, organizational and
material capacities of 607 producers and 64 transformers some rice paddy, 2889
producers and 48 transformers of cashew nut and on transformers 1279 of the
walnuts of shea-tree among which 313 producers of butter. The services
(departments) decentralized as the CeCPA and the SCEPN as well as the City hall
were strengthened in their activities through the support of the program for
the municipality in the implementation of a Municipal Technical Team. These
actions(shares) allowed these actors to improve their techniques of production
and transformation(processing) what had for consequences the increase of the
yields(efficiencies) on production and on transformation(processing) (average
yield (efficiency) on transformation(processing) of the butter included between
32 and 42 % against 20 and 32 % before the Program; evolution of the
yield(efficiency) means of production of the rice paddy who passed from 1,35 to
2,72 tons / ha and that of the transformation(processing) of the rice paddy
from 51,46 % to 57,66 %; sensitive improvement of the yields(efficiencies)
means of production of anacarde which passed from 0,26 to 0,52 tons / ha).
This increase of the yields (efficiencies) had a positive
effect on the annual average income of the producers and transformers which
(who) is upper to the average of 125 491FCFA fixed by the INSAE for the not
poor rural households (house works). In spite of this considerable balance
sheet (assessment), the municipality did not get ready to take over from the
program what pulled (entailed) the disappearance of the Municipal Technical
Team. However, the impact of the actions (shares) of the program remains
perceptible with the adoption of the innovations popularized by the Program.
