ABSTRACT
As part of research attesting to the end of our undergraduate
training from the National School of Applied Economics and Management (ENEAM),
we conducted an internship at the General Directorate of Public Works (DGTP) of
the Ministry Delegate to the President of the Republic in Charge of Land
Transport, Air Transport and Public Works (MDCTTTATP-PR).
During that course we were interested in the state of the
national road network and investment sector. The various statistics available
to us allowed us to identify problems that hamper the smooth functioning of the
road network in Benin. The main problem identified is lack of investment
explains much of the nascent state of the national road network and damage
observed on the latter.
To resolve this problem, we set goals and made assumptions
which are as follows:
General Objective: Contribute to
improving the level of expenditures on road infrastructure in Benin.
Specific objectives:
> Contribute to controlling the impact of road
infrastructure spending on economic growth in Benin ;
> Provide the responsible road sector a tool for
quantitative analysis of the impact of road infrastructure spending on economic
growth.
Study Assumptions:
v Spending road infrastructure have a positive impact on
economic growth in Benin ;
v The Error Correction Model (ECM) estimation gives a quite
wide role of spending roads infrastructure in Benin's economic increasement;
To test these hypotheses, we developed an econometric model
using data observed over the period 1985-2010 and this building on the results
of theoretical models of endogenous growth (Barro, 1990) and some previous
empirical studies (Khanam, 1996; Kwandjeu Kuitcha, 2005). This estimated model
was used to highlight the positive impact of road infrastructure spending on
economic growth in

the short, medium and long term in Benin. The study also
highlighted the importance of private investment and labor input in the process
of economic growth in Benin. From these results, some policy recommendations
were made including:
· The need to give the sector a tool for predicting the
impact of road infrastructure spending on economic activity ;
· The need to promote public investment and improving the
quality of road infrastructure ;
· The need to promote private investment ;
· The need to promote Public-Private Partnership (PPP).
