EXÉCUTIVE SAMMARY
The present End-of-Cycle Work focused on the factors favoring
the persistence of the use of plastic packaging in the city of Goma, case of
the Maman Olive Lembe market. This study took place over a period of 6
months.
In view of the measure of the implementation of the law
prohibiting the production, import and marketing of plastic packaging in the
Democratic Republic of Congo, there is a persistence of the use of plastic
packaging in the market. Mom Olive Lembe. This is explained by a rate of more
than 80% of the plastic packaging that is used in all commercial transactions
at the Maman Olive Lembe market. It is in this context that the present study
was carried out in order to determine the factors favoring the persistence of
the use of plastic packaging in the market Maman OLIVE LEMBE despite the formal
prohibition of the use of these by the interministerial decree on the
prohibition of the production, importation, marketing and use of sacks, bags
and other plastic packaging in the Democratic Republic of Congo.
To achieve this, the specific questions below were asked as
follows:
- What are the socio-economic factors favoring the persistence
of the use of plastic packaging in the market Maman OLIVE LEMBE?
- What are the politico-administrative factors favoring the
persistence of the use of plastic packaging at the Maman OLIVE LEMBE market?
- What are the socio-cultural factors favoring the persistence
of the use of plastic packaging in the market Maman OLIVE LEMBE?
In response to these questions above, the assumptions below
have been formulated as follows:
- The import of plastic packaging, the affordable price of
plastic packaging, the low purchasing power of customers, the unavailability of
biodegradable packaging on the market, the existence of plastic packaging
production plants in the city of Goma and absence of biodegradable packaging
production plants in the city of Goma would be the socio-economic factors
underlying the persistence of the use of plastic packaging in the market Maman
OLIVE LEMBE. - The corruption, the fraud, the non-application of the law and
the weak implication of the local authorities would be the
politico-administrative factors at the base of the persistence of the use of
the plastic packaging in the market Maman OLIVE LEMBE.
- The lack of substitutes, the preferences of customers, the
low awareness, the low popularization of the interministerial decree
prohibiting the production, import, marketing and use of bags, bags and other
plastic packaging in the Democratic Republic of Congo would be the
socio-cultural factors at the base of the persistence of the use of plastic
packaging at the market Maman OLIVE LEMBE.
To do this, this study has set the following objectives:
- Determine the socio-economic factors favoring the
persistence of the use of plastic packaging in the market Maman OLIVE LEMBE.
- Determine the politico-administrative factors favoring the
persistence of the use of plastic packaging in the market Maman OLIVE LEMBE.
- To determine the socio-cultural factors favoring the

After harvesting, analysis, analysis and data processing on MS
Word, Ms Excel and SPSS, the following results were obtained:
The results of the survey with regard to socio-economic
factors show that 100% of respondents say that plastic packaging is imported
from abroad to the Democratic Republic of Congo because of the absence of the
manufacturing plants of these countries. packaging; this importation is
justified by the use of these packaging at the Maman Olive Lembe market; 77.4%
of respondents say that easy access to plastic packaging including the low
purchasing power of customers are the consequences of the high demand for
plastic packaging on the Maman Olive Lembe market; 65.7% of respondents say
that biodegradable packaging is not purchased due to its unavailability on the
market; 98.5% of respondents say that there are no plastic packaging
manufacturing plants in the city of Goma and in the end, 64.2% of respondents
say that the weak political will is the basis of the absence biodegradable
packaging production plants in the city of Goma.
With regard to the politico-administrative factors, this study
demonstrates that the non-involvement and non-enforcement of laws favoring the
persistence of the use of plastic packaging in the city of Goma . Of the above,
100% of respondents say that corruption and fraud encourage the continued use
of plastic packaging in the markets of the city of Goma, they are done at
customs ; 86.1% of respondents say that there are no people already arrested
because of the import, sale and use of plastic packaging in the Olive Lembe
Mommy Market. Because of weak political will; 98.5% of respondents say that the
weak involvement of local authorities promotes the marketing of plastic
packaging.
In addition, the results of this study related to
socio-cultural factors show that 65.7% of respondents say that plastic
packaging can not be substituted very easily in the market Maman Olive Lembe,
following the omnipresence of plastic packaging in the lives of consumers;
55.5% of respondents say that customers have a particular preference for
plastic packaging because they play a big role in the protection, storage,
transportation and storage of food; 83.9% of respondents confirm that they have
not yet been sensitized on the use of green packaging in the city of Goma. They
propose that sensitization begin at the plant level; 48.1% of respondents say
that the persistence of the use of plastic packaging in the Maman Olive Lembe
market is due to the affordable price of plastic packaging, they propose that
it has a strong involvement of the authorities to ban the use of packaging
plastics in the Maman Olive Lembe market.
In view of the above, the following recommendations have been
formulated as follows:
v To the government
- To create a business climate favoring the establishment of
green packaging manufacturing industries in the DRC in general and in the city
of Goma in particular,
- To substitute plastic packaging for ecological packaging,
and that it is accessible.
- To create a specialized service for the evacuation of
plastic packaging,
- To regulate the selling price of plastic packaging in favor
of ecological packaging, so that these are accessible to all social classes.
- Reinvigorate the customs control services to fight against
corruption and fraud.

- Conduct awareness campaigns on the use of environmentally
friendly packaging.
- To apply severe sanctions to recalcitrants according to the
law.
