RESUME
L'objectif général de cette étude est de
contribuer à la gestion durable des forêts à travers le
suivi évaluation de la mise en oeuvre des mesures d'Exploitation
Forestière àImpact Réduits (EFIR). De façon
spécifique, il s'est agi de faire un état des lieux de la gestion
de l'exploitation et la prise en compte des mesures EFIR dans les
procédures internes d'exploitation, de suivre et évaluer
l'application desdites mesures sur le terrain et enfin de proposer les mesures
correctives pour remédier aux écarts constatés. Pour y
parvenir, une revue documentaire au sein des bibliothèques du
département de foresterie, et de la direction des Forêts de la
Société Forestière de l'Equateur(SFE) a été
nécessaire pour collecter les données secondaires par contre, les
données primaires ont été collectées à
travers des entretiens auprès des personnes ressources impliquées
dans l'exploitation forestière et des observations directes sur le
terrain. Après traitement et analyse des données, l'étude
révèle qu'en l'absence d'un manuelle de procédure
intégrant les mesures EFIR, la gestion de l'Unité
Forestière d'Aménagement (UFA) n° 09 022 est
assurée par un service d'exploitation à travers l'utilisation des
fiches techniques. Le niveau global de mise en oeuvre de ces mesures sur le
terrain est moyen pour l'ensemble des activités ayant fait l'objet du
suivi évaluation et a été évalué à
57%. Par ailleurs les insuffisances observées dans l'application des
mesures EFIR sont dues à l'absence d'une cellule d'aménagement,
l'absence d'un manuel de procédures d'exploitation clairement
défini pour la gestion de l'UFA 09 022 etla formation du personnel.
L'étude propose principalement, pour améliorer les performances
de l'entreprise, de renforcer les capacités des équipes «
route » et « abattage » sur l'exploitation forestière
à faible impact, d'élaborer les procédures internes
d'exploitationet assurer un contrôle, suivi, évaluation permanant
de l'exploitation.

ABSTRACT
The general objective of this study is to contribute to the
sustainable management of forests through the monitoring and evaluation of the
implementation of Reduced Impact Forest Exploitation measures (EFIR).
Specifically, it involved making an inventory of operational management and
taking EFIR measures into account in internal operating procedures, monitoring
and evaluating the application of said measures in the field. and finally to
propose corrective measures to remedy the observed deviations. To achieve this,
a documentary review within the libraries of the forestry department, and the
Forestry Department of the Société Forestière de
l'Equateur (SFE) was necessary to collect secondary data, however, primary data
was collected. through interviews with resource people involved in logging and
direct observations in the field. After processing and analyzing the data, the
study reveals that in the absence of a procedure manual integrating the EFIR
measures, the management of the Forest Management Unit (UFA) n ° 09 022 is
ensured by a service operating through the use of technical data sheets. The
overall level of implementation of these measures in the field is average for
all the activities subject to monitoring and evaluation and was evaluated at
57%. In addition, the shortcomings observed in the application of EFIR measures
are due to the absence of a development unit, the absence of a clearly defined
operating procedures manual for the management of FMU 09 022 and staff
training. The study mainly proposes, in order to improve the performance of the
company, to strengthen the capacities of the «road» and
«felling» teams on low-impact logging, to develop internal operating
procedures and to ensure control. , monitoring, permanent evaluation of the
operation.
