Abstract
Recurrent natural disasters, growing social inequality and
economic disruptions seen in recent years, result from bad habits in mode of
available resources consumption and disproportionate economic development. The
frequency of these events has created a global awareness that led various
states to engage in actions `program of the 21st century called «Agenda
21» at the World Summit on Environment and Development in 1992
(Rio-Brazil). The objective of this program was to promote sustainable
development, a concept reconciling the economic, social and the environment. To
this end, these states have recognized the role of local governments and
recommended the implementation of «the Agenda 21» at the local level
(the local Agenda 21). This work that fits in this context is a proposal of
Local Agenda 21 procedure tools in Niamey, capital of Niger based on
achievements, challenges and lessons learned from Guediawaye (Senegal), which
has developed and implemented its Local Agenda 21 between 2004 and 2007.
Considering that the Local Agenda 21 is a strategic planning tool based on a
participatory approach to solve the environmental problems of the territory, a
view of the general, physical and institutional characteristics of Niamey is
given in this work in order to understand strengths and weaknesses in terms of
existing mechanisms of participation of local actors of the city. A work
placement in an institution having provided training, technical support and
supervision of the Local Agenda 21 of Guediawaye and elsewhere, the African
Institute for Urban Management (AIUM) in Dakar has helped us to collect
secondary data on that project and to conduct interviews with several key
players in that process. The analysis of information from various sources was
used to guide the proposed approach to a slightly different compared to that of
Guediawaye. This approach is based on an approach initiated by local
authorities. The different steps proposed are: The Involvement of local
authorities, the Environmental Profile, public consultation, the elaboration of
action plans, the demonstration projects, the forum of donors, monitoring and
evaluation and the institutionalization of the approach. The tools for the
implementation of each step are given in Appendix A.
