SUMMARY
Local development, to be effective and sustainable, must be a
collective effort involving populations at the lower level. So, local
governance introduced in Benin by decentralization and the communal and
municipal elections of December 2002, aims to foster the participative approach
so as to make local communities dynamic. But this first term of management, in
spite of some brilliant successes, has faced many important difficulties such
as citizen participation to the local governance. As matter of fact, this
policy has been implemented with a lack of communication between the different
stakeholders. What could a citizen do without motivation? Can we talk about
community participation without a good communication strategy planned by local
authorities? Moreover, what are on the first hand, the relations populations
have with their authorities and, on the second hand, the link between
communication and local governance? It is on these questions this diagnostic
study focuses in the town of Savè. After the survey, it is revealed that
local development hasn't been made easy because of the lack of collaboration,
involvement and concertation of local governants and populations. The
insufficiency of communication and information didn't allow civil society to
take part to the local governance. It is important to know that the source of
citizen's motivation, apart of achievements and the governants proficiency
stays in dialogue and timeless exchanges. It would be useful to take
communication into account so to perfect governance by creating functional
structures of negotiations and decisions based on the local democracy
principles. There is no local development without communication. Communication
is a great condition of grassroot development.
