ABSTRACT
This topic discuss about the analysis of the elimination of
expired health products system used by the DPS - Nord Kivu 3rd Bureau from
January 2011 to December 2013, the matter was to know why informal Waste
Pickers loot sites of expired health products destruction held by this
office. This pushed us to ask this main question:
"Why are they invaded, demolished and looted every Year the
expired health products destruction sites managed by the DPS - Nord Kivu 3rd
office?»
This question raised three specific questions, namely:
1. What are causes of invading and demolition of expired
health products destruction sites managed by the DPS Goma 3rd office,
accompanied by repeated looting?
2. invaders - rag pickers would be attract either by metallic
drums used in under capsulation, either by expired health products, facilitated
by the poor less system using by the Goma DPS's 3rd office in
managing expired Health Products in non-appropriate destruction sites?
3. What can the DPS - Nord Kivu third office do make their
expired health product destruction system more reliable and avoid repetitive
rag pickers invading for their sites?
In answering these questions, we have issued the following
research hypotheses:
1. Main Hypothesis
"The expired health products destruction site maintained by
the DPS - Nord Kivu 3rd office from 2011 to 2013, would be invaded and looted
because it's not well structured, secured and nor protected"

2. Specific Hypothesis
1. Repetitive invasions and looting for expired health
products destruction sites maintained by the DPS Goma's 3erd office, could be
due to other wise on inconsistent system applies by this office, and on the
other hand by the lack of his own and proper garbage dump.
2. Rag pickers of expired Health Products destruction sites
lead by the PDS - Goma third office would be attracted by some expired health
products not completely destroyed and also by metric drums used as containers,
all left behind.
3. to make the DPS Goma 3rd office system more
reliable in expired health product destruction, it should get its own and
public garbage dump and also practice all regulations proposed by the WHO
regarding or applicable to Bio Medical garbage, without forgetting to adapt it
to the Goma reality.
As methodology we have used the comprehensive approach which
allowed us to analyze qualitatively data as following:
- The semi-structured interview approach supported by an
interview guide developed for this fact; this method allowed us to fix our
observation as you can notice in this work at the conceptual framework, it
allowed us also to make verification and validation of our
result, and finally the systematic data collection. . - The
documentary method, which allowed us to consult administrative documents and
reports from the DPS Goma 3rd Office of covering years 2011, 2012
and 2013, also some witnesses from DPS partner organizations concerning Expired
health products destruction.
at the end of our analysis; we noticed that repetitive causes
of invasions and rag picking at expired health products destruction sites
leaded by the DPS - Nord Kivu 3rd office from 2011 to 2013, would be caused by
the lack of formal and controlled garbage dump, also by a non application of
methods relating to different sorts of expired health products.

The result analysis in accordance with some DPS Goma
3rd office reports showed that 20.9 tons of expired health products
were declared and destroyed during the period between 2011 and 2013; this was
done 100% in sub leased sites. According to all interviewees; almost 65% of
expired health products destroyed during this period was recuperate by the
population after swabbing sites.
In short, 100% of destruction actions of expired health
products undertaken by the DPS Goma 3rd Office happen in sporadic places chose
occasionally, this shows clearly that these sites ware not structured nor
controlled. By this reality, confirmed the hypothesis stipulated that: to make
more reliable their expired health products destruction system; the DPS Goma
3rd office should at one hand, get its own site or garbage dump, and
on the other hand, it should obey by the regulation recommended by the WHO for
this matter, while adapting it to the Goma realities.
