RÉSUME

Le Peace Building Fund (PBF) vise à consolider la paix et maintenir la stabilité politique en Guinée Conakry. Notre stage au sein de ce programme nous a permis de nous inscrire dans une approche d'amélioration continue axée sur la synergie entre les différentes agences de mise en oeuvre. En vue donc d'améliorer la synergie existante, ce travail met en évidence les freins éventuels et fait des recommandations pertinentes pour l'amélioration des performances du programme à travers l'optimisation de la synergie en son sein. Pour ce faire, des hypothèses ont été formulées, vérifiées et validées par les résultats d'une enquête de terrain qui a porté sur 10^1(*) agences du PBF. Il ressort de ce travail la nécessité et l'urgence de la mise en place d'un mécanisme de concertation et de partenariat avec l'ensemble des agences de mise en oeuvre et des acteurs impliqués dans le programme ceci, à travers des rencontres de partages, des réunions et ateliers d'échanges pour renforcer les similitudes et déduire les singularités. Toutefois, ces recommandations ne seront efficaces que si les conditions favorables notamment l'engagement d'une volonté décisionnelle clairement affichée par les autorités et les acteurs du système sont créées. Il faudra noter que les leçons tirées du présent travail peuvent être appliquées à d'autres projets et programmes fondés sur la démarche participative et faisant usage d'une approche d'intervention similaire à celle du P.B.F.

ABSTRACT

The Peace building Fund (PBF) aims to consolidate peace in maintaining political stability in Guinea Conakry. Our internship in this program helped us to take part in a continuous improvement approach focused on the synergy in the implementation of activities by different actors. In order to improve the existing synergy, this work highlights the brakes and makes recommendations for improving the performance of projects and programs through the optimization of synergy among its actions. To do this, assumptions have been made and verified by a field survey which covered 10 agencies of PBF^2(*). The results were used to validate the assumptions. It shows the urgency of establishment of a mechanism for consultation and partnership with all agencies implementing the various projects and their contents through sharing meetings and workshops exchanges on the points of similarity. However, these recommendations will be effective only if the conditions including the engagement of a decision clearly displayed by the authorities and actors in the system are created. It should be noted that lessons learned from this work can be applied to other projects and programs based on the participatory approach and making use of an intervention approach similar to that of the PBF.
