RESUME
L'action publique de l'Etat dans le secteur des
télécommunications au Cameroun entre 2009 et 2019 est une
recherche qui nous a permis de dresser un état des lieux du secteur dans
la relance du développement au Cameroun. Pour y parvenir, nous avons
fait recours aux hypothèses, pour démontrer, que,
l'élaboration et l'adoption de la vision de l'émergence Cameroun
2035, le DSCE et le plan stratégique numérique 2020 par l'Etat
constituent, par ailleurs, la prise en compte du secteur des
télécommunications en vue d'améliorer de booster la
croissance économique et la création d'emplois par
l'opérationnalisation des projets. Pour analyser ces hypothèses,
nous avons recouru à la théorie de l'action publique , la
théorie gouvernementale , l'approche néo institutionnalisme
,l'approche séquentielle et l'approche cognitive, et la technique
vivante , qui consiste à consulter les ouvrages et à effectuer
auprès des acteurs cibles du secteur des
télécommunications tels que le Ministère des Postes et
Télécommunications (MINPOSTEL), Cameroon
Télécommunications (CAMTEL) et le Ministère de
l'économie et de la planification et de l'aménagement du
territoire (MINEPAT). Cette précaution méthodologique
adoptée nous a permis de structurer notre travail autour de deux
idées principales : la première , a permis de voir que l'action
publique de l`Etat dans le secteur des télécommunications au
Cameroun d'une part s'inscrit dans une dynamique de performance et la
deuxième , que l'impact de l'action publique des
télécommunications au Cameroun s'évalue progressivement en
vue de l' amélioration de son intervention au Cameroun.

ABSTRACT
State public action in the telecommunications sector in
Cameroon between 2009 and 2019 is research that has allowed us to draw up an
inventory of the sector in reviving development in Cameroon. To achieve this,
we have used hypotheses to demonstrate that the development and adoption of the
Cameroon 2035 vision of emergence, the DSCE and the 2020 digital strategic plan
by the State constitute, moreover, taking into account the telecommunications
sector in order to improve boosting economic growth and job creation through
the operationalization of projects. To analyze these hypotheses, we used the
theory of public action, government theory, the neo-institutionalism approach,
the sequential approach and the cognitive approach, and the living technique,
which consists of consulting the works and perform with target players in the
telecommunications sector such as the Ministry of Posts and Telecommunications
(MINPOSTEL), Cameroon Telecommunications (CAMTEL) and the Ministry of Economy
and Planning and Regional Development (MINEPAT). This adopted methodological
precaution allowed us to structure our work around two main ideas: the first,
allowed to see that the public action of the State in the sector of
telecommunications in Cameroon on the one hand is part of a dynamic and the
second, that the impact of public telecommunications action in Cameroon is
gradually assessed with a view to improving its intervention in Cameroon.
