Abstract

In single term, «mobile telephony, or cellular telephony is a means of telecommunications by wireless telephone (mobile phone) » ( www.wikipedia.org). This mode of communication has exploded worldwide and more so in developing countries such as our country, Benin. This work intends to establish a basic and acceptable understanding of the role of mobile phone in the improvement the well-being of Benin people through the following research topic: "Effects of mobile telephony on the people's living conditions and Benin socioeconomic development for the achievement of Millennium Development Goals (MDGs)". Thus, this research aims at helping guide the formulation of Information Technology and Communication (ICT) sector policies and their implementation in the sense of Growth and Poverty Reduction Strategies in Benin. Accordingly, this general objective is translated into specifics objectives that are: assess the level of accessibility to mobile phone by people with limited income, assess the social, economic and cultural impacts of mobile phone on the well-being of individuals, and finally establish the link between the mobile telephony's evolution and the reduction of poverty in Benin.

To achieve these goals, we have put forward various working assumptions, proceeded to a literature review, carried out social investigations on the field through two types of questionnaires, analyzed the results of these investigations and finally drawn the following conclusions. The above mentioned actions have made it possible to understand the behavior of the mobile phone users through their practices and the identified constraints, identify and assess the socioeconomic and cultural impacts of mobile phones on the individuals wellbeing and finally to establish the interactions between the mobile and the improvement of population's living conditions.

The conclusions from these results show that the mobile phone has become essential to so many people as a daily companion. The number of subscribers to

mobile telephony services per 100 inhabitants has increased from 12.57 inhabitants in 2006 to 85.64 in 2011. The direct jobs generated by this sector have increased also by 552 jobs in 2006 to 1,344 in 2011. Lastly, 52% of respondents said that this tool helps to improve their well-being.
