ABSTRACT
The purpose of this study focuses on the search for the most
suitable police approach to the challenges of quantitative and especially
qualitative evolution of criminality to which Cameroon is currently facing.
To do this and drawing inspiration on examples from Europe,
America, Asia, the United Nations and some African countries where, in the same
circumstances, the community policing developed by Robert Peel was tested with
great success, the issue of the adoption of the community approach by the
National Security was retained as a catalyst with two presuppositions: the
internalization of Peel's principles is mitigated and Cameroon is a favorable
development environment for Community Policing.
Through the examination of the employment doctrine of the
National Security, its organization, the nature of its actors, its strategies
and its modes of action, the first assumption was confirmed. The second was
also thanks to the analysis on the one hand, of national indicators such as the
existence of a strategic vision of community policing, the promotion of
democracy, decentralization and a spirit of association as well as the patent
limits of the security system of order police in force; secondly, international
indicators like the advent of the concept of human security, the sublimation of
human right and the globalization of information.
Beyond these positive indicators, multiple security and
non-security benefits exist, the details of which were exposed, constituting an
additional reason to internalize community policing in Cameroon and in
particular at the National Security. This strongly recommended internalization,
in addition to order police, passes through processes subdivided into
administrative and operational measures whose modalities have been
indicated.
