INFORMATISEE POUR L'ANALYSE ET LA GESTION ENVIRONNEMENTALE DES EXPLOITATIONS
MINIERES AU BENIN : CAS DU MONO ET DU COUFFO
Faire du secteur minier un axe de développement
économique est l'un des nombreux objectifs de l'Etat béninois
depuis 1996. Le principal pivot stratégique qui découle de la
déclaration minière en 1999 est la promotion de l'artisanat
minier qui est déjà source de nombreux dommages à
l'environnement dans les départements du Mono et du Couffo.
L'approche artisanale tout en assurant à un grand
nombre de citoyens la capacité de s'investir dans ce secteur, favorise
l'ouverture de multiples petits sites miniers dont la taille ne permet pas une
analyse environnementale efficiente.
L'objectif de cette étude est de mettre au point un
outil efficace de gestion de l'environnement en matière de mines afin
que les administrations chargées de l'environnement (l'Agence
Béninoise pour l'environnement, la Direction de l'environnement, les
cellules environnementales sectorielles) et des administrations chargées
des mines (la DGM, l'OBRGM) puissent établir un suivi environnemental
stratégique du secteur. Ainsi, la base de données a
été crée en tenant compte de la localisation des gisements
et l'état des lieux. Pour ce faire, il fut relevé les
informations et contraintes qui se posent aux exploitations des gisements de
matériaux de construction dans ces départements.

ONE. CASE OF THE MONO AND THE COUFFO.
To make mining sector an economic axis of development is one
of the many objectives of the State beninese since 1996. The principal
strategic pivot which rises from the mining declaration in 1999 is the
promotion of the mining craft industry which causes already many damage to the
environment in the departments of Mono and Couffo. The artisanal approach while
ensuring a great number of citizens the capacity to invest itself in this
sector, supports the opening of multiples small mining sites whose size does
not allow an efficient environmental analysis.
The objective of this study is to develop an effective tool
for management of the environment as regards mines so that administrations
charged with environnement (Beninese Agency for environnement, the Management
of environnement, sectoral environmental cells) and of the administrations
charged with the mines (DGM, OBRGM) can establish a strategic environmental
follow-up of the sector. Thus, the data base was creates by taking account of
the localization of the layers and the inventory of fixtures. With this
intention, it was raised information and constraints which arise for the
exploitations building material layers in these departments.
