ABSTRACT
In Saint-Louis, people transformed the sea involving the
generalized impoverishment of the river and sea attributive ecosystem as well
as the modification and the destruction of the habitats. Some species are so
vulnerable to the effects of the anthropic action (fishing, Diama dam, new
mouth (breach) of the Sénégal.river.) that they disappeared from
the major part of their area of distribution. For several other species, the
extinction seems to be imminent and the marine protected area is considered to
be the best way to improve the conditions of their survival. It is in this
context that Saint-Louis MPA has been created
However, when the populations, like inhabitants of Guet-Ndar,
living basically from fishing resources are deprived of opportunities of
fishing, they could be threatened to unemployment and impoverishment. So the
public authorities wish to avoid such social and economic consequences which
would result from the reduction of fishing capacities (especially layers of set
nets which will be most negatively affected by the protection of the site,
principal area of fishing) and then lead to some prejudicial opposition to
possible new regulations.
Indeed, for such a project to be viable, it is necessary that
all the stakeholders, and in particular the fishermen will agree. Therefore, it
becomes important, even mandatory, to elaborate the plan of management in a
participative way taking in account the diversity of stakeholders to settle the
rules of management of the perimeter set up in AMP and of its associated
surroundings.
This report wants to contribute to the development of the plan
of management of the MPA of Saint-Louis. As a result, the identification of
most the stakeholders who should be involved in the process allows to highlight
the different points of view, particularly those of the fishermen of Guet-Ndar.
From this it will be possible to propose some ways and tools for a concerted
management.
State (Direction of national parks and Direction of maritime
fishing), the fishermen craftsmen of Guet-Ndar, and WWF is the principal actors
of the AMP. However of other actors could to play an important part in the
success of the plan of management if they were associated to the processes or
were represented in the board of management, in particular the managers of the
Diama dam and the breach, the industrial ship-owners, and the professionals of
tourism,
